Job Description:
Our client is seeking an experienced Human Resources Manager to establish, lead and continuously enhance the Human Resources function for a mining operation in Namibia. The incumbent will develop and execute people strategies and systems that support construction, commissioning and long-term mining operations, while ensuring workforce sustainability, organisational effectiveness, legislative compliance and strong HR governance.
Responsibilities:
- Develop and execute HR strategies aligned with business and operational objectives.
- Lead workforce planning and mobilisation for construction and operational requirements.
- Ensure compliance with Namibian labour legislation, HR policies and governance requirements.
- Lead organisational design, workforce optimisation and organisational effectiveness initiatives.
- Develop and implement recruitment strategies and talent pipelines for critical and scarce skills.
- Drive localisation, succession planning and skills transfer initiatives.
- Oversee learning and development, competency development and leadership programmes.
- Manage employee and industrial relations, including disciplinary, grievance and dispute-resolution processes.
- Lead engagement with employee representatives and unions and support labour negotiations.
- Develop performance management, talent management and succession planning frameworks.
- Oversee remuneration, benefits, salary reviews and workforce cost planning.
- Drive employee engagement, wellness, retention and workplace culture initiatives.
- Ensure effective governance and labour compliance across contractor workforces.
- Develop HR reporting, workforce analytics and HR systems to support management decision-making.
- Manage the HR budget and provide strategic HR advice to senior leadership.
Requirements: Qualification and Skill
- Degree in Human Resources Management, Industrial Psychology, Industrial Relations, Business Administration, Commerce, Law or related discipline.
- Minimum 10 years’ progressive HR experience, including at least 3 years in a leadership role.
- Experience within mining, exploration, construction, engineering, energy, manufacturing or another heavy industrial environment.
- Proven experience managing the full HR value chain, including workforce planning, talent acquisition, employee/industrial relations, performance management and organisational development.
- Strong knowledge of Namibian labour and employment legislation.
- Experience with workforce mobilisation, localisation and expatriate management.
- Experience working in remote and multicultural environments.
- Strong leadership, stakeholder management and communication skills.
- Membership of a recognised HR professional body.
