Commercial Manager – (Contracts / Procurement / Commercial Governance / Mining) – Namibia

Job Description:
Our client is seeking an experienced Commercial Manager to oversee commercial, contractual and procurement activities for a major mining capital project in Namibia. The incumbent will be responsible for ensuring effective commercial governance, contract administration, risk management and cost control throughout engineering, construction, commissioning and project close-out.
Responsibilities:
- Develop and implement commercial, contracting and procurement strategies aligned with project objectives
- Provide commercial leadership and strategic advice to the Project Director and Owner’s Team
- Oversee tendering, bid evaluations, contract negotiations and procurement activities for contract awards
- Manage contract administration, ensuring compliance with contractual obligations, commercial terms and Delegation of Authority requirements.
- Oversee procurement of major equipment, construction packages, professional services and long-lead items.
- Implement and maintain effective change-control processes, including the assessment and approval of contract variations.
- Manage contractual claims, disputes and commercial negotiations while protecting the Owner’s interests.
- Monitor commercial commitments, contract exposures, cost forecasts and procurement activities in collaboration with project controls and finance teams
- Oversee contractor payment applications, supplier invoices, financial provisions and contractual payment obligations
- Manage contractor and supplier commercial performance, ensuring contractual compliance and timely resolution of commercial issues
- Identify, assess and mitigate commercial, contractual, procurement and supply chain risks throughout the project lifecycle
- Prepare commercial reports, forecasts, contract status updates and recommendations to support management decision-making
- Oversee contractual requirements relating to commissioning, project handover, final accounts, contract close-out
- Build and maintain effective relationships with internal stakeholders, EPC/EPCM contractors, consultants, suppliers and external advisers
- Provide commercial direction and mentorship to contract administration and procurement personnel
Requirements: Qualification and Skill
- Relevant qualification in Commercial Management, Procurement, Supply Chain, Business, Law, Engineering, Construction Management or related discipline.
- Minimum 15 years’ commercial, contracts and/or procurement experience within mining, infrastructure or heavy industrial capital projects.
- Proven senior commercial management experience within an Owner’s Team, EPC, EPCM or major contractor environment.
- Experience across the full project lifecycle, from contracting and procurement through to commissioning and close-out.
- Greenfield gold mining project experience will be advantageous.
- Strong knowledge of contract administration, tendering, claims management, variations and commercial risk management.
- Experience in major equipment procurement, contract negotiations and dispute resolution.
- Sound understanding of project cost control, forecasting, procurement governance and Delegation of Authority.
- Knowledge of Southern African contracting and regulatory environments will be advantageous.
- Advanced Excel skills and familiarity with ERP, procurement and project controls systems.
- Strong leadership, negotiation, analytical and stakeholder management skills.
- Excellent English communication skills and ability to work in remote, multicultural project environments.
